Added --skip-checks and --skip-tests to docker:ci-check for partial CI reproduction (checks, unit tests, smoke independently). Updated run-lapis-ci-check-lib script generation, CLI logging, unit tests, and monorepo-scripts.md. Validated: node --test scripts/run-lapis-ci-check.test.mjs; make spec-lint.
