Implementation Summary
Added run_verify, run_build_linux, run_build_macos, and run_publish_release workflow_dispatch toggles (default true), a prepare job for version resolution, and resolveReleaseVersion() so an empty version defaults to packages/desktop-electron/package.json. Validated with pnpm test:scripts and pnpm spec:lint.
