publish-official-plugin-assets.yml now exposes boolean workflow_dispatch inputs for each official plugin (default enabled), builds --plugins from unchecked toggles, omits --plugins when all are selected to preserve skip-already-published behavior, and passes --no-interactive for CI. Documented in release-management.md. Validated with pnpm spec:lint.
